The only "unique situation" was the gross incompetence of the Secret Service and the absolute failure of its leadership..
1.) USSS did not have any personnel in state/local unified commande center.
2.) USSS had a seperate command center.
3.) USSS pre-event threat assessment was inadequate with insufficient security perimeter dimensions.
4.) USSS drone would not fly.
5.) USSS had poor cell phone coverage and no redundant backup capability.
