An innovative new project is set to bring "a piece of the ocean right to people's doorsteps."

Real estate developer California Forever has entered into an agreement with Crystal Lagoons to erect a new community with a lagoon facility.

The lagoon will be built in the middle of a new community in East Solano, and visitors will be able to swim in dedicated areas and have access to kayaks and paddleboards, in addition to several other water sports activities.
 
Its lagoon's developers say the lagoon's systems will include molecular film technology that can reduce water evaporation by up to 50 percent.

I'm expecting this project to get mired in and defeated by gooberment red tape and California economic realities.. But hypothetically this community would probably be high-price housing, and the "lagoon" would probably also serve the function of recharging the area's aquifer (= underground water storage).
