Actually, the states kind of do decide, don't they? If you get X number of signatures, or file certain paperwork on time (along with the fee), etc.? When I ran for office, that's the way it was: just go to your state's secretary of state website, click "elections," and they'll tell you how to get on the primary ballot. Presto.
