I thought they were doing undersea mining years ago. It must not have been profitable then.

You are correct, we've been mining the ocean floors.  The Economy  has changed.  We are looking for elements for our advanced chips and batteries, not necessarily coal.  Apparently large quantities of rare elements that are useful are being discovered, so we may see more mining now.
