Russia’s strategy to rely more China’s yuan is backfiring

After the U.S. and its allies sanctioned Russia in 2022 for its invasion of Ukraine, Moscow turned away from the dollar and euro in international transactions and relied more on China’s yuan.

That coincided with more trade between the two countries as Russia was largely shut out of Western markets as well as the global financial system.

By June, the yuan accounted for 99.6% of the Russian foreign exchange market, according to Bloomberg, which cited data from Russia’s central bank. And Russian commercial banks ramped up corporate loans denominated in yuan.

But this dependence on the yuan is now backfiring as top Russian banks are running out of the Chinese currency, Reuters reported on Thursday.

“We cannot lend in yuan because we have nothing to cover our foreign currency positions with,” German Gref, CEO of top Russian lender Sberbank, said at an economic forum.

That’s because the U.S. expanded its definition of Russia’s military industry earlier this year, thereby widening the potential scope of Chinese firms that could get hit with secondary sanctions for doing business with Moscow.

As a result, Chinese banks have been reluctant to transfer yuan to Russian counterparts while servicing foreign trade payments, leaving transactions in limbo for months. With yuan liquidity drying up from China, Russian companies have tapped the central bank for yuan via currency swaps.  .  .  .

Russia's economy is completely dominated by its war in Ukraine, so much that Moscow cannot afford either to win or lose the war, according to one European economist.

Renaud Foucart, a senior economics lecturer at Lancaster University, pointed to the dire economic situation facing Russia as the war in Ukraine wraps up its second year.

Russia's GDP grew 5.5% year-over-year over the third quarter of 2023, according to data from the Russian government. But most of that growth is being fueled by the nation's monster military spending, Foucart said, with plans for the Kremlin to spend a record 36.6 trillion rubles, or $386 billion on defense this year.

"Military pay, ammunition, tanks, planes, and compensation for dead and wounded soldiers, all contribute to the GDP figures. Put simply, the war against Ukraine is now the main driver of Russia's economic growth" Foucart said in an op-ed for The Conversation this week.

Other areas of Russia's economy are hurting as the war drags on. Moscow is slammed with a severe labor shortage, thanks to young professionals fleeing the country or being pulled into the conflict.  .  .  .

On Friday, the Biden White House announced it would write another multi-million dollar check to Ukraine in addition to the $113.4 billion it has already given the country.

U.S. Defense Secretary Lloyd Austin announced that the United States would provide Ukraine with a $250 million aid package that includes missiles, armored vehicles, and anti-tank weapons. Austin said the aid package will “surge in more capabilities to meet Ukraine's evolving requirements.”

“This announcement demonstrates the United States’ enduring commitment to Ukraine’s self-defense against Russia’s brutal aggression,” the State Department said. “This assistance will be deployed as quickly as possible to bolster Ukraine’s defense of its territory and its people. As President Biden has made clear, the United States and the international coalition we have assembled will continue to stand with Ukraine.”

Despite receiving hundreds of millions of dollars in U.S. aid, Ukrainian President Volodymyr Zelensky has complained that the aid is coming in too slowly for his liking. He will attend the Ukraine Contact Defense Group meeting to lobby for faster aid deliveries, particularly air defense and long-range arms.

Ukraine needs:

- Drones, drone, and more drones
- Artillery shells
- APCs
- Small-scale SAMs for knocking out Russian drones.

Yep. You got it. The headline would make one think they sent cash, but the text belies that. Even so, Ukraine seems to be using the materiel effectively.

BUCHAREST, Sept 8 (Reuters) - Romania and Latvia, both NATO members and supporters of Ukraine in its 2 1/2-year-old war with Russia, on Sunday were investigating instances of Russian drones that crashed after breaching their airspace, authorities in both countries said.

The incidents prompted officials to call for measures to act jointly to counter Russia air incursions.

NATO Deputy Secretary General Mircea Geoana denounced the incidents as "irresponsible and potentially dangerous", while saying there was no indication of a deliberate attack on Alliance member-states.

The Romanian defence ministry said the "radar supervision system identified and tracked the path of a drone which entered national airspace and then exited towards Ukraine".

Romania scrambled two F-16 fighter jets to monitor the incursion. Residents of the southeastern Romanian counties of Tulcea and Constanta were warned to take cover.
"From existing data, the possibility of an impact zone on national territory was identified, in an uninhabited area near the village of Periprava," the ministry added.

Ministry personnel were searching the area of impact.

In Latvia, which borders both Russia and its close ally Belarus, President Edgars Rinkevics posted on social media platform X that his government sought a common NATO response.  .  .
