Dianne Feinstein is 87 years old. This SCOTUS seat is open because RGB died at 87. Chuck Grassley is 87. In 2020 America, we are governed by people in their 80s who cling to power until they die in office.
That is the whole problem. In the time of the Founding Fathers they expected politicians to behave with honor and dignity for the good of the country. Politicians today do not have any of that. Also at the founding, people in general did not routinely live to ~100. So now, like Biden, a lifetime in politics or a lifetime appointments can last indefinitely.
When the fatality ball starts rolling, and it will roll, America will lose the top-half of political/bureaucratic leadership all at once, or within a few years. Simply because these guys never ever resign until they die. And even that did not stop RGB and McCain from clinging to their seats even after their deaths. They go terminal and then go into hiding in a deathbed for as many months as possible, half a year or so, until the death simply cannot be covered anymore. But even then, they never resign. If RGB was functionally braindead but still technically 'alive' (in some definition of life) the Democrats would still refuse to give up her seat, even today.
