In Biden's case, it can also mean his campaign staff is NOT confident he won't do something stupid to ruin what chance he has.  He is truly a real-life Chauncey Gardner.

They don’t call Biden a gaffe machine for nothing. Joe earned that title a thousand times over.

I'll cut FeelNoPain a little slack.

I'm on record here as predicting (months before ANYONE else in this forum) that the 2020 election is going to be a close one. REALLY close.

And that's IF Mr. Trump can win it.
Six months ago, it looked like he would (albeit modestly).
Now... even that prediction requires re-assessment.

I sense there are still one or two MORE "black swan events" comin' down the pike that no one can forsee at the moment. And no way to predict how they'll impact the outcome.

I'd truly enjoy my predictions above to be completely wrong, and that Mr. Trump wins by a big margin in both the electoral college and the popular vote.

We'll just have to wait and see.

Such a person (or better yet, his advisers) is confident that he doesn't need to further make his case.
That would be  a fine assumption if he had made his case.

All he has is that he was the guy behind Obama and sniffing little (and some not so little) girls' heads.

Damnear half a century in politics with no notable accomplishments isn't 'making his case'.

Biden has made 'his case' quite clearly and very well.   His case being that he is an easily manipulated corrupt puppet/stooge that will go along with literally ANY policy that his masters require him to go along with....as long as it enriches himself and his family.  But yeah, Biden has done literally nothing to better the lives of anyone but himself.... quite the opposite, in fact.
No quarter given to the enemy within...ever.
