I know that area of I-5 well, living here. He was heading southbound in the southbound lanes not seeing how going the wrong way down a ramp could do that. And who knows what his motive was. He obviously seen the protester vehicles blocking the lanes.
My initial reaction to the vid, I did not think he meant to. He's flying low, and when he comes around the car barricades he is seeing the 'protesters' for the first time... He rolls wide, and then there's a wiggle... I don't know if that is over-correction or brakes, though I assume over correction - It SEEMS he tried to go wide, beyond the girls, but his speed and turn would not let him go that far.
That was my initial thought. I STILL find that hard to square with 'deliberate', which is why I do not hold your info at face value (no offense toward you at all)... But I have to give it credit.
Wrong way on the ramp: You would know better than me, but the story is that he was going up an exit... I reckon that like something I did down in KC back in the day... They shut off the freeway due to ice and snow, closing the inlets. But they did not close the exits OFF the freeway... SO I went the wrong way down an exit ramp, turned hard, and was going the proper direction on the closed freeway.
They should have never been allowed to protest on the freeway from day 1. This has been happening for 19 nights straight. They start about 6:30 and end after midnight. The WSP blocks the northbound and southbound lanes and on ramps each night to just let it happen unabated by the orders of the Governor and Seattle's Mayor.
That's right, no matter what.
