Volker: I opposed the hold on US security assistance as soon as I learned about it on July 18 and thought we could turn it around before the Ukrainians ever knew or became alarmed about it. I did not know the reason for the hold.

Amb. Volker confirmed the Ukrainians were not only unaware of a hold on aid during the 7/25 phone call, they didn’t know about the hold until just before it was released...WITHOUT Ukraine having to do anything new.
