I tend to think most that don’t vote trust the system, but not the politicians.
I suspect people don't vote because they're lazy, uninformed and/or don't think their vote will affect how the system runs.
Ten years ago the people of Harris County Texas voted overwhelmingly to tear the money-losing Astrodome down yet the thing is still standing and the taxpayer money is still flowing down the rat hole in large quantities. One single example of why people don't vote.
In 2012, I lived in Ohio. The local school district put a levy increase on the ballot. Since it was a presidential election year, turn out was high. The levy was defeated almost 2-1. They held a special election in the spring of 2013 and it was narrrowly defeated. They held a third election in the summer and it barely passed. In the medical device field, we call that testing to compliance. That will get you heavily fined and shut down by the FDA. Go figure.
