Obviously, the number of nations between Montenegro and Russia would preclude a direct clash between the two.  However, it's not impossible for Russia to use assets within that country to undermine them.  Should the government react, Russia could claim they're protecting their citizens and/or loyal nationalists through some type of indirect action, with the aim to fracture NATO resolve.
