There is a reason for that. Back to the dinner menu. What will inevitably result is that one faction or group of factions will ever vote for themselves the lion's share of others' stuff. If the majority say we get to split your stuff, you'd be out your stuff or have to rebel (fight) to keep it, or you'd leave. It just doesn't work.
Aside from initiated measures at the state and ballot measures at the local level, generally, the amount of "democracy" we allow into our Republic is thus necessarily limited.
Going by the Founders' intent, the States were to be represented in the Congress by the Senate (equal representation for each state), the People by the House (Number of Representatives based on population). Instead, with the 17th Amendment, that was changed, stripping the State Governments of representation, and giving us two houses of government elected Democratically. I don't think that was an improvement.
