Sen. Ted Cruz wasted no time mincing words on what he thinks about the three phases of the American Health Care Act Sunday morning on Face the Nation.

“That ain’t gonna happen,” Cruz told host John Dickerson when asked about the 3-phase plan President Trump and House Republicans have been pushing since the roll out of their non-repeal and replacement of the Affordable Care Act.

The senator pointed out the inherent flaws with the House’s bill. The most glaring being that it doesn’t lower premiums and relies on eight Democrats to pass the lauded “Phase 3,” which has “all the good stuff.”

Good for Ted!  The campaigns were all about repeal and replace, not tinker around with it and hope for the best.

I was afraid of this.  Bucket three has cross state lines to lower premiums.  It is not in this present first bill.  I'm sure Cruz is right - this first bill won't pass without that in it, plus whatever is in Bucket 3 won't be there, either.  If Cruz says bucket three could be put in this present bill, I am sure he is right, but they aren't going to listen to him.

Ryan will ultimately get a bill in which, in John Boehner fashion, will be mostly be approved by Democrats with a few token Republicans and against the majority of the people his he is supposed to be leading.

Yup.  The only reason to split it into three phases is to get the votes for the first by promising the third, which will never happen.  If the logistics require three events, then write all three into the first bill so we'll know it will happen.
