Yes.  Their brains became so large and their bodies atrophied, so they needed the metal casing to support the brain.  We've seen inside the Dalek casings on occasion, and there's a horribly mutated creature within (though appearance has differed at times).

As it is, they do sing a snappy little tune:  "Exterminate!  Exterminate!  Exterminate!"  It even rhymes.  Maybe @Hopalong Ginsberg can set it to music?  I think "Metal" would be the perfect Genre.
