Philadelphia set to pass 1.5 cent-per-ounce soda tax

PHILADELPHIA –  Philadelphia could soon become the first major U.S. city with a sugary drinks tax after a city council committee voted Wednesday to approve an amended version of a soda tax proposal that would set a 1.5 cent-per-ounce tax on sugary and diet drinks.

Democratic Mayor Jim Kenney initially proposed a 3-cents-per-ounce tax on sugary beverages only, but he lacked the votes needed to secure it. He wants the tax to pay for universal prekindergarten, community schools and park improvements.

He'll quickly find most people figure out they can get their soda outside the city limits, and without the tax.

Schools get their funding through property taxes, don't they? Since when does the city - not the school board - create and fund kindergartens? I hope there will be enough money left over for brown shirts.

Come on people, let's not get too twisted up about this.  Try reading through the sales & use tax laws of most states and you'll be surprised by the selectivity and incoherency of much of what's taxed.  This is just another species of item-specific sales tax.  Like cigarette taxes it'll basically be a regressive tax that hurts the poor the most.

Ironic that "regressive" taxes that overwhelmingly effect the poor are almost always enacted by liberal Progressives.

Bingo.  The burden of local sin taxes is disproportionately borne by the poor, who cannot easily travel outside the city limits to avoid the tax.
