If murder and terrorism doesn't count, then what does? Seems like anything goes these days.

Years ago I did security at the Juvenile Detention Center. One of the kids there (about 10 years old) did the exact same thing. Middle of April he would escape, and live on the streets (Don't ask about his non-existent home life.) when the weather got cold, he would get caught shoplifting a loaf of bread, bag of chips, etc...and they would bring him back. They did an IQ tet on this kid and his numbers were off the charts, we just could not convince him to use his powers for good.

He'll just have to choose the right community to enact his retirement plan, somewhere that still has a conservative DA and judges, and yeah that might be hard to find.
