Russia bluffing about military plans?

Lithuanian Defense Minister Juozas Olekas said that Moscow had problems with building cause-and-effect links. In his opinion, Russia is bluffing, wishing to respond to US plans for the deployment of heavy weapons in Eastern Europe. After all, the States is trying to help other countries respond to Moscow's aggressive actions. The Lithuanian minister referred to the Ukrainian crisis and the deployment of Iskander complexes in the Kaliningrad region.
