Veteran Sen. Orrin Hatch ripped into the president's plan to limit military force against the Islamic State (ISIS), calling it "utterly stupid" and arguing it will handcuff his successor with "really stupid language."

"Any president worth his or her salt is going to ask for as much authority as they can get, so at least the ISIS people know that he has the authority to come in on them anyway he wants to," the Utah Republican told KSL News Radio on Wednesday, reports The Hill.

Hatch, mentioning the death of American aid worker Kayla Mueller, said Obama needs to threaten ISIS with "all the force he can get," not by setting limits.

ISIS claimed on Feb. 6 that Mueller was killed when the building where she was being held in Raqqa, Syria, a weapons storage facility, was bombed by aircraft from Jordan.

However, White House Press Secretary Josh Earnest said there was "no evidence of civilians in the target area" at the time of the strike, and insisted ISIS, who captured Mueller, was responsible for her death.

Obama on Wednesday sent a proposal to Congress to allow U.S. troops to target ISIS leaders, advise and assist in operations against the group, and to conduct search and rescue missions.

However, the plan bars "enduring offensive ground combat operations" and limits authorization for the campaign to three years.

Those restrictions could be used by ISIS, said Hatch.

"Why would we not only unilaterally impose limitations as to which types of tools and tactics our service members can use then also broadcast these limitations to the enemy?" he told KSL. "If we're telling the Islamic State upfront that we will not using ground forces, will they not tailor their strategy around that fact?"

He said he fears that if ISIS knows an end date for military action, "won't they just hunker down and wait for that date?"

Instead of Obama's plan, Hatch said, there should be a new military authorization that allows the executive branch to use force against ISIS and its future forms, while targeting its associates.

"Most importantly, the president should be asking for an authorization that would not impose any artificial and any unnecessary limitations such as those based on time, geography and type of force that could interfere with our strategic objectives of defeating the Islamic State," he said.

But instead of doing that, Hatch said, Obama is "tying his own hands, and stupidly tying his own hands," he said. "I mean my goodness, talk about telegraphing weakness. That's what he's doing."

President Barack Obama's request for authorization for the use of military force in the fight against the Islamic State is carefully worded to appease Democrats who are fearful of opening the door to a full scale military ground conflict, The New York Times reported.

At the same time, the wording is vague enough to keep open the possibility of committing combat troops on the ground if needed.

The current draft of the proposal put forward by the president prohibits "enduring offensive combat operations," but this is simply a ban on a large occupation of the army over an extended period of time, akin to the conflicts in Iraq and Afghanistan. Special Operations forces would likely be exempt from that provision.

"The 10th Mountain Division could get through that loophole," Roger Zakheim, a former general counsel for the House Armed Services Committee's Republican leadership, told the Times.

The president prioritized the concerns of Democrats by setting a three-year limitation to the AUMF, Zakheim said. "That is the truest constraint in this language. If you're a Democrat, that's the money — the three-year sunset."

A variety of different types of combat troops would be permissible under the current language but few people who know the president's intentions believe he plans to send infantry into Iraq, Syria, or other areas taken over by the Islamic State given his repeated statements to the contrary.

If the proposal is approved, it would be the first time Congress has authorized the president's use of military force since 2002 under President George W. Bush for the invasion of Iraq, the Times noted.

The proposed legislation would repeal the 2002 authorization but leave in place a separate 2001 measure that authorizes the use of force against al-Qaida and its affiliates.

While Democrats are keen to avoid military engagement, Republicans say the president should have the widest possible latitude to take the measures necessary to defeat the militant group.

Military leaders believe the current wording in the proposal strikes a balance that could satisfy both camps.

"I read what the president wrote in the authorization," Lt. Gen. David Barno, a former Afghanistan war commander who is now at American University's School of International Service, told the Times.

"I think it's very flexible. He's not saying he's going to send tens of thousands of troops in, but he's reserving the right to use military forces in ground combat operations."

Barno said the current wording would allow the United States to respond to a range of combat situations with the use of ground forces, the Times said.

If the proposal passes, the next president would need to negotiate a new authorization to pursue military action against the Islamic State when the authorization expires.

The entire Obama plan is nothing more than window dressing for political purposes - to give his army of spinners the ability to go out on TV and say they are working to defeat ISIS.  And have that lapped up by the media, who will then sell it to the gullible, tuned-out public.

Obama has no interest whatsoever in defeating ISIS, he would actually prefer that ISIS defeat us.  He just wants window dressing while he practices being the American Nero.
