(WND Exclusive) -- Missouri Gov. Jay Nixon, a Democrat, refused to use the National Guard as a defense at police headquarters against rioters in Ferguson, Missouri, after the grand jury vindication of Officer Darren Wilson in the shooting of Michael Brown, according to a new report.

Nixon’s refusal even extended to ignoring urgent requests by Ferguson Mayor James Knowles to deploy troops to protect lives and property.

St. Louis journalist Jamie Allman discovered the revelation buried at the end of a January 9, 2015, Associated Press report that stated Nixon specifically ordered the guard not to be placed in front of the Ferguson police headquarters.

That decision reportedly was made over Knowles’ protests.

AP also reported that leading Missouri politicians, including Democratic Sen. Claire McCaskill, attended meetings earlier in the month to discuss the proposed resignation of Ferguson Police Chief Thomas Jackson and the appointment of a successor.

Knowles and Missouri House Speaker John Diehl, a Republican, expressed opposition to any such resignation, though Knowles also refuses to name those political figures who urged Jackson’s resignation.

The Gateway Pundit highlighted complaints by Knowles that Nixon would not return his calls on the night of the riots.

Other local Democratic officials, including mayors of nearby communities hit by the violence, similarly criticized Nixon for not speaking to them when the violence was at its peak.

However, Nixon did speak several times to President Obama’s close adviser, Valerie Jarrett.

These reports come only a day after it emerged that Eric Holder’s Justice Department reportedly will clear Officer Darren Wilson of any potential civil rights charges in the shooting of Michael Brown. However, a civil rights investigation of the entire department is still ongoing.

Jack Cashill, author of “‘If I Had a Son’: Race, Guns, and the Railroading of George Zimmerman,” is not surprised by this pattern of conduct.

Cashill believes that Nixon’s refusal to deploy the guard came out of fear of the protesters. Cashill observes, “They [government officials] would rather concede the destruction of Ferguson than create a Kent State-type event that could have escalated further.”

Observers suggest part of this calculation comes from Nixon’s own political ambitions. Cashill notes wryly, “Gov. Nixon has historically been a weak governor. He’s working in a red state and has blue ambitions. He was trying to please everyone and pleased no one.”

Colin Flaherty, author of “‘White Girl Bleed A Lot’: The Return of Racial Violence to America and How the Media Ignore It,” sees a more malevolent agenda. Flaherty points to how Democrats like Barack Obama exploited the shooting of Michael Brown in order to exacerbate racial tensions. He suggests the results have been further acts of violence.

In an exclusive interview with WND, Flaherty explains that the “National Guard was told to stand down, but the actions by the mainstream media, the governor of Missouri, the attorney general of the Department of Justice, and the president of the United States of America created a[n] …environment that erupted in an orgy of violence not just in the riots on November 24, but when multiple black youths used hammers to attack a white St. Louis resident Zemir Begic.”

Flaherty contrasts the treatment of Begic’s murder to the death of Brown.

“The mayor of St. Louis and police chief were both quick to say race played no factor in his slaying. Yet both Holder and Obama were quick to assert race played the primary factor in the death of Michael Brown.”

While the Justice Department seems to have backed off charging Wilson, the federal government is not done with Ferguson.

Cashill points out that the “Justice Department dropped the civil rights investigation of Darren Wilson, but they used this case to get their foot in the door to investigate the Ferguson Police Department and slap on a consent decree.”

A consent decree is a supposedly voluntary agreement between the Justice Department and a local police department, usually signed by the police under threat of a federal lawsuit. The decree allows the Justice Department to force “compliance” with the practices outlined.

The multiple issues likely will become the subjects of an investigation by Republican members of the Missouri House.

However, Flaherty says that the worst may be yet to come. On Wednesday night, a 19-year-old was fatally shot by two police officers, one white and one black.

In this climate, Flaherty says, any new incident could serve as the spark for a new conflagration.

“We don’t know what will happen next,” Flaherty warned. “What we know is that the state government won’t protect its people.”

When the Obama-Holder era is behind us, so will be most of this absurd, ignorant business of claims of bias against blacks.

Sound policing would indicate they get a great deal of attention for they commit murder at more than 7 times the rate of others. Same for assault and robbery.

Nevertheless, they don't deserve to be shot or beaten or choked, unless necessary for the officers' and public's safety.
