Taiwan and China have been playing dirty pool in the semiconductor fabrication and manufacturing sectors for decades. The American regulatory, trade, and tax regimes pushed much of this industry offshore.
It has been Government policy since 1990s to push manufacturing offshore so Americans could work higher value information jobs. Then in the late 1990s, the H1-B Visa program allowed America companies to import lower-wage foreign workers to fill many of those higher value information jobs.
The H1-B Visa program facilitated knowledge tranfer of information jobs skills to offshore. So, many of those higher value information jobs went overseas. Many new higher value information jobs were created overseas instead of in America.
There may be advantage to have the US Government as an investor, kicking obstructionist state and local NIMBY's in the gonads.
