If California is importing gasoline from foreign refineries, put a tariff on it.
The same regulatory requirements that California applies to in-state refineries should also be applicable to any refinery from which they obtain gasoline. Otherwise, it's unfair trade that benefits foreign producers. That's also the problem with Globalist Free Trade - foreign competitors who operate in a less regulated environment have an advantage that domestic producers cannot meet.
Also, the problem with NIMBY's, is they still want the sausage, but they don't want to see inconvenienced by the processes necessary to produce them - aka, freeloading guests that don't bring any gifts, food, or drinks to the party. Also, when it's the NIMBY's turn to host, guests have to bring their own food and drinks - also, the guests have to use porta-potties because the host doesn't wnat them to use the bathrooms inside the house.
