New York is among several states that allow commercial driver’s license tests in multiple languages, despite federal officials urging states to ensure drivers speak English.

Trump administration officials subpoenaed the New York Department of Motor Vehicles this week to hand over the driving records of a non-English-speaking Chinese immigrant who crashed a tour bus in Virginia last week, killing five people.

The Department of Transportation ordered the DMV to hand over all records related to the commercial driver’s license obtained in New York by Jing Sheng Dong, 48, who is charged with five counts of involuntary manslaughter after plowing his bus into slowed traffic on southbound Interstate 95 in Virginia around 2:30 a.m. on May 29. The crash killed an entire family driving from Massachusetts to a wedding in South Carolina.
 
Mr. Dong, a naturalized U.S. citizen, does not speak English, federal officials said, and the crash renewed demands that states stop issuing licenses to drivers who cannot speak, write or read English.

I'm going to go out on a limb and speculate that this was as much a case of fatigue and falling asleep at the wheel, regardless of what language the road signs are in.
