House Committee Set To Weigh Quorum Breaking Penalties

Texas Scorecard By Addie Hovland March 19, 2026

The committee’s announcement follows multiple attempts by the Texas House to establish harsher penalties for lawmakers who purposefully break quorum.

The Texas House Administration Committee has announced that it will meet next month to discuss penalties for Democrats who participated in last summer’s special session quorum break.

According to the committee notice, the hearing is scheduled for April 10 and will consider financial penalties “for members that were absent from the House during the first and second called sessions.” Invited witnesses will also appear before the committee.

Democrats broke quorum last August at the start of Gov. Greg Abbott’s first special session in an attempt to block Republican-led congressional redistricting efforts.

Following their return, several attempts were made to punish lawmakers involved in the quorum break and to increase penalties to prevent such actions in the future.
