Does "must pass" mean it cannot be filibustered?

Or... does it mean something else...?

If the FISA bill CAN be filibustered,
and
If the SAVE Act is attached to it,
then
The ENTIRE bill will be filibustered.

The dem-communists have too much to lose if SAVE passes, and they will do ANYTHING and EVERYTHING within their power to prevent that from happening... bar nuthin' ...
