If you drive your vehicle at an officer, you'll get shot.
If you don't comply with an officer, they'll remove you from your vehicle.
If you are a protester using a motor vehicle to obstruct a Federal law enforcement operation, you're not pure and innocent as the newly fallen snow.
The mistake ICE made was not disabling or blocking in the vehicle before confronting the driver.
These radicalized activists are not reasonable, rational people. The only way to deal with them is with brute, non-lethal force. If they won't move, don't shoot them, move them with something that is beyond their capability to resist. Move their vehicle using a much larger vehicle.
Next time, ICE should bring a snow plow or a bulldozer to move any vehciles that are obstructing them.
Also, maybe have Federal tactical, anti-riot sqauds on standby for deployment against these "protests".
I was always a fan of the European water canons that hosed people with dyed water so they could easily identify whom they needed to roundup.
Like Alice Cooper said, "No more Mr. Nice Guy."
