Okay, how about this for a path:
(1) Learn English well enough to score 22 or better on all sections of the TOEFL.
(2) Write long-hand, in English, a ten to fifteen page essay showing correct understanding of the United States Constitution and extolling its virtues while sequestered in a room without access to any electronic devices or notes, while proctored. Have the essay accepted as showing adequate understanding for good citizenship by a panel who do not know the identity of the essay writer.
(3) Under the same conditions, write a twenty to thirty page essay outlining the history of the United States from the Colonial period through the turn of the 21st century. Have the essay accepted as showing adequate understanding for good citizenship by a panel who do not know the identity of the essay writer.
(4) Satisfy one of the following: (a) serve four years in any branch of the US military, receiving an honorable discharge or (b) complete a bachelor's degree or trade school credentials fitting the recipient to do jobs for which US demand currently outstrips supply or (c) provide a business plan and sufficient capital to start a business which would employ at least five US citizens.
