There is no such thing as a "preemptive pardon". It has never existed in Law until Biden's staff made it up and created it.The President is not the Pope. He cannot grant blanket 'absolution' for sins known and unknown and for crimes known and unknown. 'Pardons' do not work like that and never have. You are forgiven for ALL crimes which you may have done from X date to Y date. Including all crimes which may be discovered and proven in the future. There is no 'Get Out of Jail Free' card in real life. (until Biden and his staff started printing them and throwing them around like confetti)
