Why Do SMALL HOLES on Aircraft Carriers Constantly Release Water?

Between the runways for jet fighters and the constant buzzing of activity on the flight deck, hides a small but intriguing detail that is often overlooked: a small hole that incessantly discharges water. What could be the function of this mysterious hole? Is it merely a drain for rainwater, or does it conceal an engineering contrivance essential to the operation of the ship? #usnavy

OPs with videos instead of articles should mention that fact.

As to the water releases, probably a mix of used cooling water and water pumped out of the bilges.

4500 crew gotta go sometime...
ballast maintenance
other wastewater
(the discharge water is treated first)

Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive. It would be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience.

The same is true for any ocean going vessel I've ever encountered.
"I wish it need not have happened in my time," said Frodo.

"So do I," said Gandalf, "and so do all who live to see such times. But that is not for them to decide. All we have to decide is what to do with the time that is given us."

Except for the treatment part, true. Gotta pump the bilges sometime.
