If you are wondering why citizens are being turned away that are coming to help NC and TN - you'll want to hear my experience as someone who has been doing this as a private citizen for almost a decade.

I was able to get into, and out of Asheville. We brought food, water, fuel and other supplies as well as helped people affected by the floods, but there are reasons why they are not allowing outside help.

I cannot confirm the reasons why in NC, but i can tell you the reasons in other storms i have worked - i'll explain below.

Let me share with you the first disaster area that i finally realized that this was all about money.

I'm thinking:

1.) to establish order and a consolidated chain-of-command admist chaos
2.) territoriality
3.) CYA - to stop competition from revealing FEMA's internal inefficiencies, deficiencies, and failings
4.) keep do-gooders from eating FEMA-paid contractors' lunches

FEMA is no different than any other Government Bureaucracy.  The core mission and core competency of its administrators are to grow budget and to expand headcount; and to neutralize those who get in the way.

Bureaucratic mantra "Never let a good crisis go to waste."

1.) to establish order and a consolidated chain-of-command admist chaos
2.) territoriality
3.) CYA - to stop competition from revealing FEMA's internal inefficiencies, deficiencies, and failings

I notice nowhere in your list does it say squat about helping anyone or anything but FEMA. Local first responders and even others from the region and often those experienced volunteers not only can accomplish much, often are familiar with the challenges of that particular area, and give a damn about the results, which translates into lives saved. Their reputations are on the line, especially the locals with the local people.
FEMA, not so much.

FEMA supposedly is out of money. They were inept before and even more so now.

FEMA spent the money on people the administration illegally allowed into the country, people who are not even supposed to be here, to the detriment of American Citizens who could use a helping hand. That wasn't mismanagement, it was criminal. (Accessory after the fact, misappropriation of funds, etc.)
