UN diplomat dodges NYC rape rap thanks to diplomatic immunity: cops

A United Nations diplomat from Africa was accused of rape in Upper Manhattan over the weekend — but NYPD cops released him because he has diplomatic immunity, authorities say.

Charles Dickens Imene Oliha, 46 — a career diplomat for the Ministry of Foreign Affairs and International Cooperation in South Sudan — was arrested in Sunday’s alleged broad-daylight sex assault on a woman inside her apartment, according to a police report obtained by The Post on Monday.

Oliha was taken into custody on suspicion of rape and brought in for questioning, cops said. But once he informed detectives from the NYPD’s Special Victims Unit that he was a diplomat, investigators confirmed he had immunity and swiftly released him without formally charging him, police said.

The victim told cops she went to walk a neighbor’s dog around noon when a man approached her in the lobby of her apartment building, according to the police report.

The man said he was going to follow the woman upstairs, to which she replied, “No, you’re not,” authorities said.

An African government official serving at the United Nations evaded a potential rape charge in New York City by claiming diplomatic immunity despite the victim reporting the alleged brutal assault to police.

Charles Dickens Imene Oliha, a 46-year-old career diplomat for the Ministry of Foreign Affairs and International Cooperation in South Sudan, is accused of making a pass at a woman out walking a friend’s dog in upper Manhattan. When she rejected his advances, he allegedly then proceeded to follow the victim into her building and up to her apartment, forcing them inside and raping the woman twice before fleeing the scene, law enforcement sources told N.Y. Daily News. 

The New York Post, also citing unnamed sources, also reported about the rape allegations against Oliha.

The victim said she was in shock and tried to sleep after the incident, reporting the alleged rape to police several hours later with some convincing from a friend.

The incident occurred inside the Wadsworth Terrace in Fort George, the same building where Oliha also resides, the Post reported.

Oliha was taken into custody on suspicion of rape but was released a short time later. While held for questioning, he reportedly told detectives from the NYPD’s Special Victims Unit that he was a diplomat, and once investigators confirmed his immunity, he was released without facing any formal charges for the alleged attack on one of his neighbors.

The African envoy accused of raping a neighbor in their Upper Manhattan building and then dodging charges thanks to diplomatic immunity may have fled the US.

No sounds came from inside Charles Dickens Imene Oliha’s apartment Tuesday when The Post repeatedly knocked, and there was no light visible from behind a red curtain fluttering in a window.

The State Department wouldn’t say if Oliha, 46, left the country or if the US government was seeking to have his immunity revoked, with a rep saying, “We do not comment on the specifics of ongoing investigations.

“We are aware of the incident referenced involving a diplomat accredited to the United Nations,” the representative said in an e-mail.

May have?  They didn't take his passport away like they did with Trump?

If he had diplomatic immunity, then I don't believe that he could be arrested or held, even just for deportation.  I believe the most they could do would be to escort him to the airport and put him on a plane.

There was a case in the UK many years ago where someone fired a rifle from a window in the Libyan embassy which struck and killed a London police officer.  Will have to revisit that case.
