No doubt there are some petty bosses out there who do this to humiliate people, but generally it is done to prevent sabotage. This guy's public refusal to apply laws strongly evidences a potential willingness to commit sabotage.

Warner's career is hopefully over. Perhaps he will sue DeSantis, but I don't think he'll prevail.
