Just my observations ...
No report today from the docs, it was focused on business and reopening.
The President announced the suspension of funds to WHO pending an in-depth review.
POTUS spoke about:
(1) the assistance agreement with the airlines and
(2) ventilator production --- and a new lending agreement between hospital systems (a public/private partnership) to permanently rebuild US reserves.
POTUS listed the public companies, sports groups, hospitals, religious groups and unions they've been talking with and will be participating in a teleconference about best ways to reopen the country. He will announce the government personnel on this council tomorrow.
POTUS also said each governor will determine when to open his or her state. He mentioned that 29 states are ready to reopen now ---before the Apr 30 deadline.
The Federal government will stand ready to assist ... with guidelines and medical supplies. It will be up to the governors to arrange testing in each state. POTUS is "counting on the governors to do a really good job". There will be a conference call with governors to go over the guidelines and the government's assistance.
When asked if he would order a state to open, he said "no", but he would step in if a state tries to open too early. "We're here to help and we're here to watch".
Then there was a Q&A ... with only one smack down.
