Thank you, Mr. President.  As usual, states' attorney generals will run to lower-level Federal courts for relief from Trump's attempt to assert Constitutional Federal Supremacy for immigration, national defense, and interstate commerce.

New York state does not have Constitutional authority to deny Massachusetts access to Pennsylvania natural gas.  Blue State are confusing the Articles of Confederation for the US Constitution.

Well, ok.

Does invoking the Defense Production Act provide the feds with the legal tools to over-rule New York state law and policy and use (perhaps?) eminent domain to force the construction of a natural gas pipeline across New York?

Then, get down to it.
The "shortest way" is to cross the Delaware River around Port Jervis, and go "straight across" (parallel to interstate 84) to the Connecticut line. Only about 75 miles or so...
