Shut them down until the goons come forward. Pull their licenses, or put them in the Peace Corps or something.

They violated their hippocratic oath; they need to have their medical licenses revoked; their employers need to be made ineligible for reimbursement from Medicaid and Medicare for fostering such an organizational culture.

Who are they going to call when a psych patient is experiencing a bad acid trip in the emergency room?

My first thought as well. And I didn't ERs could refuse treatment. :shrug: I'll bet dollars to donuts they don't refuse illegals.
