Then do it the correct way, under the Administrative Procedures Act. Hold emergency meetings under the minimum amount of notice required under the APA, let everyone submit their comments and concerns. Then have an army of staffers review the comments - with a pre-approved list of reasons for denying them, and after that issue emergency regulations restricting the funding on the basis that, given the demonstrated lack of controls, the funding should be restricted until auditable records are in place. Given that we have proof that a lot of the money from Minnesota was going to terror groups outside the U.S., the emergency regulations should invoke national security as well.
