For weeks now, the once-tranquil South Waterfront neighborhood of Portland, Oregon, has been transformed into something resembling a war zone. Residents of the low-income Gray's Landing housing block - a modern, glass-fronted complex that sits across from the city's Immigration and Customs Enforcement (ICE) center - say they are living in fear, caught between angry demonstrators and heavily armed federal officers.
