Khanna: GOP Could Make ‘Country Function’ by Changing Rules to End Filibuster, Cut Dems Out, We Won’t Give Votes Without Demands

Ian Hanchett 4 Oct 2025

On Friday’s broadcast of the Fox News Channel’s “The Story,” Rep. Ro Khanna (D-CA) stated that Republicans can just eliminate the filibuster to pass legislation to end the government shutdown without Democrats, and doing so “would make this country function and govern.” But Democrats won’t give their votes unless their demands are met.

Khanna said, “That’s a norm that they could easily break. I called for that when we were in power, when Democrats had the House, the Senate, and the presidency. I said we should just be passing things with 51 votes. And they have done that.”

He added, “[T]hat would make this country function and govern. And they could get the government open tomorrow. Now, what they want, is they want Democrats to vote for something. And if they want Democrats to vote for something, we’re saying, very simply, you’re going to double the premiums for 24 million Americans if you don’t extend the tax credits for health care. You’ve given $4 trillion in tax breaks, mostly for the billionaires in my district, and we can’t vote for that. We want to make sure that a family of four who is making $100,000, their premium doesn’t go up from $1,000 to $8,000. That’s what we are for.”

Dem Rep. Smith: ‘We Lose Our Leverage’ if We Open Government

On Friday’s broadcast of “NewsNation Now,” Rep. Adam Smith (D-WA) stated that Democrats won’t vote for the clean CR and then negotiate with Republicans because “we lose our leverage” by doing so. Host Connell McShane asked, “[W]hat they’re saying, basically,  is, hey, same thing, if the Democrats voted for the clean CR, we could open it up and discuss and negotiate from there. Why is that not something that the Democrats are open to right now?”

The GOP can make the "country function" by stop passing Democrat legislation.  It really is that simple.

Let the 'shutdown' [sic] last for another six months.  Force the government to live solely off the tax revenues flowing into the Treasury and stop flooding our country with newly printed Fed money.  Do that, and our country will function better than before.  They don't need to end the filibuster for that.
If a political party does not have its foundation in the determination to advance a cause that is right and that is moral, then it is not a political party; it is merely a conspiracy to seize power.     -Dwight Eisenhower-

"The [U.S.] Constitution is a limitation on the government, not on private individuals ... it does not prescribe the conduct of private individuals, only the conduct of the government ... it is not a charter for government power, but a charter of the citizen's protection against the government."     -Ayn Rand-

Dem Rep. Smith: ‘We Lose Our Leverage’ if We Open Government

Their only hope at this point is for Republicans to compromise and give up something in order to get their vote and continue down the path of $2 trillion annual deficits.  Here are the three scenarios:

1.  Do nothing - Conservatives win.  Republicans win.  Democrats lose.

2.  Pass the current budget -  Marginal win for both Republicans and Democrats.  Conservatives lose.

3.  Compromise -  Huge victory for Democrats.  They will have gotten their way despite not having control of the White House or either body of Congress.  Republicans lose.  Conservatives lose.

My prediction here is that Republicans end up choosing Option 3.
