As global threats evolve—particularly with the rise of peer competitors, such as China and Russia’s development of advanced anti-access/area-denial systems—the US Air Force continues modernizing the F-22.

The problem is that the F-22 manufacturing lines and all the tools and dies for building them were destroyed when production ended.  It's too late to resume it.

Yep, that's exactly what happened, like Cortez burning his ships off the coast of Mexico after landing his army.  No going back!

And then Bush-Obama-Biden administrations bullied our allies into buying the F-35s to try and build the economies in scale for Lockheed Martin, and reducing costs per fighter, but that hasn't worked out very well either with all the bugs and delays and poor performance.

This is not true. Lockheed Martin kept and reused their tooling equipment. Resurrecting the manufacturing process is indeed quite possible, just as it is with the F-16 and F-15.

Do you have a source for that? Lockmart and other have long confirmed that the dies, tolls and know how are long gone.
