Someone care to explain this in layman terms?

I am going to go guess that California didn't want (LA) rich folks to just move away where they could build for 1/4th the price (or less). Slip in some incentives for business and cheapo homes for the homeless... They slipped in more government jobs for inspections of homeless places.

It means that when the very wealthy were getting hit by their own policies after the fire, they pushed to get those burdens lifted - all the other poor suckers before that had to suffer the substantial consequences from those policies.
