Why shouldn't the law apply to every person and every business equally?

I was watching the CNBC this morning, with audio muted, and a reporter was touring Amazon's chip design / fabrication lab. All the Amazon employees in the background looked to be of Indian descent. I don't know if they were native-born American citizens or not, but I'd put $2 down that at least 50% were H1-B visas.
American institutions - Government, Universities, and Businesses - should be building the American middle class; not importing the upper middle class and upper class from India and China.
Every H1-B visa holder is exporting knowledge, practices, and intellectual knowledge back to their countries of origin to grow the tech industries of India and China.
How many billion$ in Federal contracts are being used by foreign nations to export competitive advantages from America back home, at American taxpayer expense?
How much are American taxpayers spending to subsidize the exportation of American knowledge-based industry to India and China via H1-B visas and student visas?
