Announcements are cheap Public Relations stunts to appease the Orange Man.

When the facilities have been opened, in-use, and profitable for 5 years, the Tariff mongers will have reason to celebrate.

The GOP Congress needs to get off its rump and codify American energy, manufacturing, business, and tax policy to spur everlasting capital re-investment in the United States.

As long as companies have to navigate the unpredictable, paradoxical, bi-polar regulatory regime of Executive Orders, the Administrative State, and Judicial Fiats, capital re-invesment will flow elsewhere, to where capital is treated better.

I agree, Congress should codify some things. Like a budget.

But I like the idea of building it here. Once prosperous cities are apocalyptic 'Hollywood' sets where manufacturing and prosperity were common.
