We need to stop using the word "clean" to describe the feckless failure of Congress, and in particular the House, to use the power of the purse to shape government policy by not funding things.
It is still unclear why the Democrats have any say in this. Budget matters can be passed by reconciliation, which is not subject to filibuster, and unless some of the squishes in the Senate defect to side with the 'Rats on something, a budget, yes and actual budget, should be able to be passed without a single Democrat vote in either house.
