Want to know why oil production is at an all time high? It isn't just the Permian Basin boom. It's harder to change the rules to stymie a well that is already producing compared to applying onerous rules to a well that is just in the planning stages. Once it is on line, sure, some pretty onerous requirements can be ginned up, but as far as leases being revoked, or simply not offered, as far as restrictions on completion techniques, that can't be done. The well is already on line.
If she is elected, that production might help defray some of the rise in price, but the CAPEX will end up somewhere else, likely offshore.
