2 men charged in horrific rape, murder of 12-year old Houston girl are illegal immigrants

A horrific rape and strangulation death of a child is being linked to two illegal immigrants from Venezuela.
Johan Jose Martinez-Rangel, age 22, and Franklin Jose Peña Ramos, age 26, are charged in the brutal death of a 12-year old Texas girl.
The two men entered the US illegally near El Paso in March (Martinez-Rangel) and in May (Ramos), according to Immigration and Customs Enforcement (ICE). A statement from ICE says Border Patrol arrested them at the time, but then released them with orders to appear in court at a later date.
The victim is 12-year-old Jocelyn Nungaray of Houston. Her body was found in June in a bayou. She was naked from the waist down, except for her sneakers. Her hands and feet were bound.
