True ... but with Biden Constitutional authority is not really the issue at this point.
Biden is a fool. He has no gravitas or charisma. He has no following. He is toxic.
Nobody is going to join him in some foolish quixotic quest for relevance.

Whatever is standing in the way of 'Biden' is standing in the way of his handlers.
He is irrelevant, policy wise, it is the people in the shadows who have been propping him up and handing down the agenda items, and the SCOTUS is proving to be a blocking force, enforcing the Constitution instead of rubber stamping administrative policy.

That must really be inconvenient, and the plot to remove Trump has failed so far.

However, President Joe Biden doesn't seem to be budging, despite attempts to persuade him from people like Laurence Tribe, renowned legal expert and professor emeritus at Harvard Law School.

"I've tried to persuade the president that he at least shouldn't pour cold water on it, but he won't go that far, he keeps saying that he's against ending the filibuster and against expanding the court," Tribe told Jim Braude on Greater Boston.

"There's no good reason for the president to be deflating the energy, the possibility of court expansion helps to generate," Tribe said.

Laurence H. Tribe, a constitutional law professor at Harvard Law School, said Mr. Biden called him on July 1, the day after the court ruled that Mr. Trump was entitled to substantial immunity from prosecution, vastly expanding presidential power.

Mr. Tribe said Mr. Biden called him a second time, on July 8, to discuss the issues further.

He declined to discuss the specifics of his conversation with the president, but said it was broadly about how to respond to the court as an institution, in terms of possible reforms, and how to respond to its decisions by amending the Constitution.

“My view — it’s rather overdue,” said Mr. Tribe, who served on the president’s commission. He said the court’s decisions on abortion, court precedent and immunity were reasons to consider major changes to the way it does business.

During CNN’s coverage of the Republican National Convention on Tuesday, CNN host Kaitlan Collins stated that President Joe Biden reportedly planning to support changes to the Supreme Court that he had been against before is because “who stood by him in these days when other, more moderates are calling on him to get out, it’s the progressives.”

Collins said, “Look at why he’s suggesting all these changes to the Supreme Court that he’s expected to come out and call for, which we know he’s been having these discussions behind the scenes. When Joe Biden was running in 2020, he was facing a lot of pressure from more liberal members of his party who ran against him to make changes to the Supreme Court. He resisted that. The commission to study when he was in office, I remember when it came out. It was 300 pages. It was in December of 2021. He never acted on that study. And now he’s preparing to come out and call for maybe a constitutional amendment or changes to the Supreme Court. It’s because look who stood by him in these days when other, more moderates are calling on him to get out, it’s the progressives.”
