 Speaker Johnson announces topline spending deal to avoid government shutdown

Congressional leaders have reached a topline spending deal to fund the federal government for the rest of 2024.

Speaker Mike Johnson (R-La.) announced the deal reached with the Senate and the White House in a “Dear Colleague” letter to members on Sunday.

“The topline constitutes $1.590 trillion for FY24 – the statutory levels of the Fiscal Responsibility Act. That includes $886 billion for defense and $704 billion for nondefense,” Johnson said in the letter.

The deal comes as both the House and Senate are set to return from a holiday break this week ahead of a two-tiered government funding deadline, with the first batch of funding expiring on Jan. 19 and the rest expiring on Feb. 2.

The two chambers had been far apart in how they had marked up regular spending bills, with the House passing bills below FRA levels and the Senate marking up bills above FRA levels. With a topline agreement, the two chambers can work to reconcile those differences in the underlying legislation and pass appropriations before the funding deadlines.

House Republicans have squabbled for months over topline spending deals, with hardline conservatives in the House Freedom Caucus recently accusing GOP leadership of entertaining a deal that would “obscure the actual spending numbers with more shady side deals and accounting tricks.”

Republican hardliners in the House of Representatives are pushing back against the bipartisan deal struck on Sunday aimed at avoiding a government shutdown.

The conservative House Freedom Caucus led the revolt against Speaker Mike Johnson, R-La., and Senate Majority Leader Chuck Schumer’s agreement on Sunday evening, recirculating a late December memo that said any funding topline higher than $1.59 trillion would be "totally unacceptable."

"It’s even worse than we thought," the group posted on X. "Don’t believe the spin. Once you break through typical Washington math, the true total programmatic spending level is $1.658 trillion — not $1.59 trillion."

The statement called the deal a "total failure."

Previous GOP rebellions in the spending fight have seen conservative lawmakers intentionally tank their own party’s procedural votes, effectively delaying government funding bills from getting to the floor.

But Congress is working on a major time crunch, with federal funding expiring for some agencies on Jan. 19 and all others on Feb. 2.

They’re also operating on a two-seat majority for most of this month, after Majority Leader Steve Scalise, R-La., announced Friday that he would be recovering from cancer-related treatment for most of January.

Rep. Marjorie Taylor Greene (R-Ga.) said Monday that she will vote against any bill that results from the $1.6 trillion top-line funding agreement reached Sunday.

Greene said the effort, led by Speaker Mike Johnson (R-La.), doesn’t include enough funding for GOP priorities.

“I am a NO to the Johnson Schumer budget deal,” she wrote on X, formerly Twitter. “This $1.6 Trillion dollar budget agreement does nothing to secure the border, stop the invasion, or stop the weaponized government targeting Biden’s political enemies and innocent Americans.”

“So much for the power of the purse!” she added.

They GOP House is operating on a two seat majority. Not a whole lot of wiggle room.

There's no significant difference between a two seat margin and a five seat margin.   The core issue is that isn't a conservative majority in the House, and never was.   The only way conservatives can get anything is to compromise, and if they won't, they get locked out completely and lose, leaving us with a worse result.

Changing Speakers didn't alter that reality in the slightest.  All it did was destroy any sense of GOP unity.

Sure they do -  all the time.  That's how they got ObamaCare even though it didn't have the "public option" the progressives so badly wanted.

Your opinion of what "the GOP" should do doesn't count.  Neither does mine.  What counts are the opinions of the elected representatives currently seated in Congress, and there isn't a conservative majority willing to stop the whole government until we get what we want.   The moderates won't do it.

So either the conservatives sit down with the moderates, and push the most conservative deal the moderates are willing to support, or you hold out, get nothing, and instead have a worse deal pass.
