Well, when the administration won't let you drill on 640,000,000 of acres--a million square miles--(onshore and off), and keeps you from getting product to market, there isn't much you can do but watch the prices (which are BID prices, on the commodity market) go up.
Oil companies don't set the price of a barrel of oil, Federal policy does more to affect that than anything else.
A little cold weather just increases demand for a product already in short supply because of those policies.
