While serving in the USAF as a flight-line maintainer, we had heat related rules, but nothing for cold weather.
If the heat index reached a certain point, we were supposed to be on work "schedules", but that was rarely, if ever enforced.
During exercises, we would work 3-4 hours with no breaks (remove chem mask and gloves) in full MOPP (NBC) gear in the South Carolina summer where heat indexes would be well over 110 degrees.
While in the high desert of NV, winter could be brutal. Wind chills and negative temps didn't stop work, we just found ways to cope with it.
While these proposed rules sound good on the surface, I expect productivity will decrease and costs will increase.
