The "Supreme Court" in New York is not the highest court in the state, it is the lowest court - the trial court - and each court's jurisdiction is typically limited to a county.
It is analogous to the district court in the federal court hierarchy.
As such, this ruling, while welcome, is hardly the end of the matter, and has already been stayed by the next-higher court pending an appeal of the decision.
The highest court in New York - the one with final say-so in judicial matters - is the Court of Appeals.
