There is nothing new about this. Retail stores were making the decision to do this back in the 70's,when I was a part-time security guard.
Corporate legal figured out it was cheaper to allow the shoplifting than it was to defend against all the lawsuits over "racism".
I was once sent to a major supermarket chain in the "black section" of Denver,when the regular security guard,a black guy,called in sick.
The store manager was a young black guy and he told me to "remain in the back behind the one-way glass in the meat counter,and don't come out unless you see a customer or employee being assaulted. If you do,people will purposely shop lift in front of you to try to get arrested so they can sue the store for racial discrimination."
He also told me that HE had been shot at 3 times that year while leaving the store at night and closing it,and now called for a DPD cruiser to show up before he stepped outside.
